News: APD Constable Doug Lemna Charged With Assault

UPDATED 03/01/10 -COMMENTS RECEIVED – A member of the Abbotsford Police Department (APD) is being charged with assault, it was learned today, as a result of an investigation into actions taken during an investigation into a mischief complaint last September. On Wed, Sept. 2, 2009 at 4:15 a.m. the Abbotsford Police were called to a reported mischief in progress in the 2600 block of Jasper Court. The caller indicated that they heard breaking glass and people yelling. Patrol Division members attended the area and observed two individuals on bicycles. These individuals initially fled from police but were ultimately located and detained as persons possibly involved in the disturbance.

An issue with the use of force utilized by one of the police officers was brought to the attention of Chief Constable Rich. Chief Rich ordered that an investigation of the incident be initiated and he reassigned the officer to an administrative position.

As a result of this investigation, a report to Crown Counsel was prepared by the Abbotsford Police Department’s Professional Standards Section. A charge of assault has now been approved by Crown Counsel.

Charged is Cst. Doug Lemna, a 19 year member of the Abbotsford Police Department.

    2600 block of “notorious” Jasper Court………

    Drug dealing, drug use, dysfunction and frequented, by
    chronic offenders…..

    “Repeat Police responses”, since at least 2005, and still
    very active.

    Negligent landlords, who continue to rent their derelict
    properties to the criminal element. As long as the “rent
    money,” flows in each month, “it is all good in the hood.”

    Stolen goods removed from the the residence at Hillcrest
    and Jasper, by Police …steady stream of drug users have
    arrived via vehicle and on foot to get their “drug supply,”
    prostitutes and other street addicts making transient visits..
    garbage and other “junk” piled up on a regular basis, caused by
    the “hording” behavoir of some addicts……
    stolen vehicles, assaults, chronic offenders involved in prolific
    property crime in the area, in past years….”numerous” police arrests
    and busts, by the drug squad…

    I commend the Police Officer, who came forward with his concerns about
    a co-worker’s possible use of excessive force, related
    to a suspect in a possible B. & E. at Jasper Court.

    Although it is not acceptable for anyone, who is held in
    such high regard, an utmost example of law and order and authority
    to engage in using “excessive force” to maintain “the law,” you know,
    after 19 years, how much can we expect another human being to take,
    when the majority of citizen’s are just about at the “end of their rope,”
    when it comes to repeat violations and dysfunction, created by repeat
    criminals.

    Citizen’s are fed up with the same criminal element in the same drug
    houses, who continue to commit the same crimes, after going thru the
    “revolving door” court system and repeatedly, plaque our neighborhoods
    and put citizen’s safety “at risk.”

    The root cause of the mayhem, surrounding criminal activity is a
    ‘BROKEN JUSTICE SYSTEM.”
